Regulatory Compliance & City Consultation
We become your property's main contact with city and county waste staff: notices, requirements, and corrections handled for you across Northern California.

Your contact with city and county staff
Green Glove Heroes serves as the primary point of contact between multifamily property owners and city or county waste management staff across Northern California. We find out what a jurisdiction requires for your specific property, handle the back-and-forth, and correct the conditions on the ground. This is not legal representation. It is someone who handles these departments every week on your side, so your property manager doesn't have to.
We take the call so your property manager doesn't have to
A notice from the city lands on the on-site manager's desk with a deadline and a code section. In most cases, we are the property's primary contact and intermediary with city and county waste staff: we take the call, translate the requirement, fix what needs fixing, and document it back.
Every city and county sets its own rules
SB 1383 is the state law, and your city and your county decide how it's enforced, what signage is required, which containers and how often, and what the fine schedule looks like, and those rules differ from one place to the next. Our porters attend specific training sessions conducted by Zero Waste specialists in every city we service. When rules and regulations change, we get on top of the updates early and let you know quickly about any change that affects your property.
Where properties get caught
Properties get caught when organics containers are missing or the signage doesn't match the current rules. Enclosures without room for the required streams get flagged too, and so does contamination the inspector can see from the gate, even though anyone looking could have spotted every one of these before the inspector arrived.
What happens after a notice
Under the state's SB 1383 rules, most violations start with a Notice of Violation, and you get 60 days to fix the problem before penalties. If the delay is out of your hands, like when you're waiting on a permit or an agency approval, the deadline can be extended. After that, base penalties run $50 to $100 for a first violation, $100 to $200 for a second within a year, and $250 to $500 for each one after that, with your city's ordinance setting the exact process. What to send us when a notice arrives
- The notice, plus any photos the city sent with it.
- Your hauler account number and what service you're on now.
- Whoever the city has on file as the property contact.
- Anything you've already sent back to the city.
We take it from there, and each of our service area pages lays out what that county asks of a multifamily property, with links to the official sources.
What we do with the jurisdiction
Notices come to us and we answer them, and we coordinate any inspections. Before an enclosure gets rebuilt or the program changes, we check the requirements for that exact property. We also keep the property's file with the zero-waste staff current and clean.
This is not legal advice
Green Glove Heroes is a waste management company, and we don't practice law. When a matter needs counsel, we tell you so and hand over a clean, documented record.
Questions
In most cases we do, because Green Glove Heroes becomes the property's primary contact with city and county waste staff. We arrange and attend the meetings, answer their questions on your behalf, and keep your management team informed.
Yes, and by a lot. Signage, container counts, enforcement, and fines all vary by jurisdiction, so our porters are trained on each city's rules.
Yes, send it over. We'll work out what it's asking for and correct the condition, then document the fix and close it out with the jurisdiction.
Yes. The North Bay portfolio we work with spans multiple cities and counties, and all of it runs through one point of contact.
Under the state rules, you have 60 days after a Notice of Violation, and that can be extended when the delay is out of your hands. Your city's ordinance sets the details.
No. We're a waste management company acting as your operational liaison, and when you need counsel, we'll tell you so.
