Alameda County properties fall under StopWaste's Organics Reduction and Recycling Ordinance, which was adopted in 2021 to carry out SB 1383 locally and asks more of apartment owners than state law does on its own.
Containers have to go in all common areas in the state colors, and tenants need information before or within 14 days of move-in and again at least 14 days before move-out. Owners also have to check containers for contamination periodically and cooperate with the hauler's or city's remote monitoring, which is where camera trucks come in. If you get a notice of violation under the 2021 ordinance, you have 60 days to fix the problem before fines start at $50.
